State senators and representatives are elected and derive all their powers from the Constitution of the state – each state has its own constitution, setting out the terms, term limits, and requirements, such as age requirements, for it’s legislative bodies. Some state constitutions are older than the United States Constitution, because the federal government originally operated under the “Articles of Federation”, while states like Virginia and Delaware were already operating under a constitution.
The second question is so easy to took up on yahoo, google, bing or any other search engine, that I’m not going to answer it for you – you need to learn to do your own home work. You might find that history can be really interesting. All I’ll say about it to point you in the right direction is, “Remember the Alamo!”
It prevents the entire government from being defeated at any one time. There will always be some old timers in government. It also prevents any one government organization ruling the country. Clumsy governments are more desirable than efficient government.

European explorers first arrived in the region now known as Texas in 1519, finding the region populated by various Native American tribes. During the period from 1519 to 1848, all or parts of Texas were claimed by six countries: Spain, France, Mexico, the Republic of Texas, the United States of America—as well as the Confederate States of America in 1861–65.
-Senators have staggered terms because the foundign fathers didn’t want government to change too fast.
-Representatives have less important responsibilities than Senators so the requirements are less stringent. The founders figured that older citizens would be wiser citizens.
-Texas was a part of Mexico.
