I see the tickets are free and trying to get some before they are gone, if its not too late already. Im not finding anything on the texas senators homepage it sends me back to the site that talks about getting free tickets.
Call your Texas congressman or Senators office. They are free, if you have good contacts, or are a big contributer, but good luck, demand is high. There are scalpers who are making big bucks on them.

Your Senators and your Congressional Representative should all have waiting lists of people that are requesting tickets to the Swearing-In Ceremony. Call their local offices and their D.C. offices. You should be able to get tickets for free from them, if they think they will have any left. The Presidential Inaugural Committee handles the Parade and Sanctioned Balls. That Committee just formed, and so they do not yet have tickets available. There is one other option. I work for a secondary ticket broker. We are taking orders for the Inaugural Events. We have bought and sold tickets on the secondary market for the past 5 Inaugurations. These tickets are not free, as we have purchased them from other people and are selling them to the public. Please note however, we do not have tickets in our office at this time. We are simply taking orders, as we know we have bought tickets for the past Inaugurations, and we have a rough idea of how many we will be able to buy for this Inauguration. Prices are pretty steep as this event is in such a high demand. But- always check with your Congress people first.
